Linda Lockhart has been a multi-modal transportation planner and project manager for more than 20 years navigating all levels of government. At the start of her career she worked as a social worker and was intricately involved in local political committees as a staff member of a State of Texas Representative. After going back to school for her Masters in Public Administration, transit became her specialty though she never lost her passion for people and community. She worked for Dallas Area Rapid Transit (DART) while the Red and Blue Lines were extended and played an integral part of the feeder network plans for the new station. In addition, she was the operational planner for the West Dallas, South Dallas, Oak Cliff and Pleasant Grove areas of Dallas. The extensive public involvement required for annual service changes and service expansions gave her a unique perspective in challenges faced by the transit-dependent population. She also served as the operational planner for the Fort Worth Transportation Authority. In this role, again public involvement and inclusion were vital for the success of her goal to provide the most efficient and effective service possible in Fort Worth, TX. While in this position, Linda obtained her Project Management Professional (PMP) certification and implemented Key Performance indicators and workflows for service changes and overall performance measurement. After many years in the public sector, she worked for a prominent consulting engineering and planning firm for over 10 years specializing in National Environmental Policy Act (NEPA) compliance. Though most of her projects were transit related, she also worked with highway, bike and pedestrian projects in Texas and Florida. Linda’s vast knowledge in social and environmental concerns as well as techniques and projects to enhance the quality of life of your citizens allows you to trust her expertise in all of your project and grant needs.
